The comment period was supposed to be over on 30 December of last year, but some individuals and entities, including FINRA and OTC Markets, have continued to submit their opinions. OTC Markets is by now up to four submissions, if we include the most recent effort by Cromwell Coulson. The latest comment is from just two days ago.

Feel free to while away the time by reading it all, because the SEC has announced it won't be doing any final rulemaking until the coronavirus crisis has subsided enough for employees to return to their offices.

So don't hold your breath. This is a very controversial proposed rule, and it's unclear what'll happen with it.
