I'm assuming that it has to do with the market. Maybe it would make more sense to have a more stable market before moving forward with a share reduction.

Does it have to do with the sec or otc as to why they have to reschedule?

Covid19 definitely isn't the cause of the delay but it may be what lead to something else causing the delay.

I trust them as much as I trust people on ihub but I always take the time to explore all sides.
