SEC probably wrongfully suspended DECN and is now too embarrassed/haughty to reverse themselves. So now they ask various departments within the agency to put in all the documents and reasonings for the SUSP. This is called the "S_ _ _ Rolls Downhill Principle" where higher ups figure ways to blame the lower downs for their screw ups.
Even having the audacity to "request" a response from the victimized party. (ie DECN)
