Simple website v desktop platform or 'app'

I use TOS. It's an app on my desktop that I open & run as a trading-platform. It's actual software.

Tradingview is a website, that I put into my browser and use that way. Similar to stocksharts.com, or many others...

Maybe I'm confused and don't understand the question?
