if this was a scam, don't you think it would have been better for them to announce a .25 divi, watch the PPS run up to $3 a share and then the management would sell all their shares and run with the money... ????
how does releasing a PR about a Divi that OBVIOUSLY not everyone is going to drool over, and have the PPS drop back down to where it was a week ago make this out to be an obvious scam?
