I went over the Workshop Report of the 11th INTERNATIONAL ANTI-CORRUPTION CONFERENCE you linked me to yesterday. The workshop was concerned with Kenya, but it made several points I think bear on the discussion of partisanship.
Among the key findings were "Political reforms have delivered elections, yet people remain disempowered." and "Traditional approaches to anti-corruption activities, such as public sector management reform and strengthening the judiciary, have been over-estimated as means to tackle corruption."
One of the key challenges identified was "The need for people to find ways to empower themselves."
These are the essence of the problem, not only in Kenya but here in our country, as well.
