It does makes sense, especially in the case of a depression as well, because if money is not available except as collateral like you said, then, markets will tank sooner or later because liquidity is not in the market but on a shelf. I think knowing both cases and knowledge of multiple scenarios, give one the edge to know what button to press when the time comes or more importantly to know when time comes.
