One correction to that. Entering/exiting by air USC's must present a US passport for reentry. US passports so far are not projected as being mandated for land/sea border crossings to/from the US. And, there is some question of a US passport will be required to fly to/from Canada since many Canadia airports provide pre-clearance for USC's flying to the US.
