Preparing for operations and staffing for operations are two different things. Having things ready for operations before you hire the employees to run it...horse before the cart sort of thing.
I would suspect hiring for ANY operations right now is on hold. Delays are expected during this pandemic. Operations unlikely to start if it wasn't running full steam before this outbreak. Shareholders can only wait and see...INKW could fold without even opening its doors to its water supply.
