It seems to be correct that this news:

"Hillsborough County Emergency Management has received"

... was misinterpreted by the yahoo author. If you follow the link, you see those news:

"Hillsborough County Emergency Management will receive 44,000 rapid test kits"

https://news.yahoo.com/hillsborough-county-gets-rapid-test-192401458.html

This could be only a mistake by the yahoo's author. IMO that does not mean that they were not received yet, about 2 weeks later.

Would be nice to ask ABMC if they they can provide all swamped orders in time (14 days after ordering)!
