I have no idea, but from this brief interview

I would say sincere/ impassioned

And would have to dig deeper to see if his ambitions are motivated beyond rural healthcare...
Presley's frustration boiled over at the end of 2019 as he announced his intention to run in the Republican primary to replace Senator Lamar Alexander who is retiring.

"Because our system is broken. It's not taking care of the rural people," Presley said when asked why he decided he needed to run.



No one could run a hospital in rural Tennessee without treating Medicare patients because so many residents there are on Medicare or Medicaid. Presley says every hospital in the state operates off 68 cents on the dollar since Governors Bill Haslam and Bill Lee have declined to accept $4 billion from the federal government to subsidize some of that Medicare treatment.
