this appears to be a sub section slice of the problem

loans going to non payment from day one --- such that they can NEVER even be sold to F and F who will not buy them

I assume the bigger problem - with all types of bumper shots - are the existing loans - guaranteed - where forbearance per CASE or whatever the name has stopped incoming money to the SERVICER
