Finally....lol....He doesn't really explain the concept. But what he's talking about is UV-C. Which will not penetrate human skin, or even the liquid covering an eyeball.
But it WILL penetrate and inactivate viruses, because they are so small.
On the other hand, if the virus is in a droplet, it's questionable if the rays will penetrate the stuff surrounding the virus to get to it.
