pleased to announce new growth and expansion activities in the UK and NYC. PCT Europe Ltd, the UK-based partner of PCTL is pleased to announce they have signed an exclusive trading partnership/distributor agreement with an NHS (U.K. National Health Service) company.

Not quite, IMO.
The exclusive agreement does not mean that “we are the only game in town”.
Instead, the PR reads:

PCT Europe Ltd, the UK-based partner of PCTL is pleased to announce they have signed an exclusive trading partnership/distributor agreement with an NHS (U.K. National Health Service) company.

So:
PCT Europe Ltd is a UK partner .... in which PCT Ltd has a certain ownership interest ... less than 100%.

PCT Europe signed an agreement with a UK company. This UK company is a NHS company. PCT Europe in the agreement with this UK company, appears to have provided that UK company an exclusive partnership/distribution agreement. ... so it appears that PCT Europe will not go looking for other companies to partner with in the UK for purposes of distribution & marketing of PCT products in the UK.

So, once sales & leases start to happen in the UK, then the revenues/profits will be shared in some way between PCT Europe and this UK company.
And .... the funds earned by PCT Europe would be divided between PCT Ltd and any other partners in the PCT Europe Joint Venture.

In the meantime, any competitor can still compete in the UK with any similar products that they might have as it relates to hypochlorous acid and its production. So it is certainly not the case that PCT suddenly has exclusive rights to sell HOCl product in the UK.
