I can't say if any particular point is true or not, I don't have a feasibility study or actual figures from a mine that has used the technology.
But here's the deal......mining companies are extremely sensitive to the bottom line. If there was magical technology that did all you have listed, they'd be all over it. The guys and gals that run mining operations are not stupid people...they'd be heroes with their management if they came in with a practical technology to do all those things that also saved them money.
ITRO is not the first company to come out with amazing, cutting-edge technology to deal with nasty old mine tailings, and contaminated leach pads. There has been a steady stream of shady, flaky companies for decades that have made similar claims. It is a staple in the mining scam industry....."we have technology that can remove precious metals that the dumb former miners left behind, AND we can make the tailings so safe you can eat them!!"
YUP.....ITRO is just one more. When you can prove that the technology works AT A PROFIT, let me know.
