Either way, it’s just a reflection of lack of execution. The continued promise of funding combined with the site not being operational, has led to today’s filing.
I don’t think anyone can argue that. They spent money and labor to get approved. Yet, the site is non-operational.
Yeah, other sites approved are not operational. No matter, they cross the finish line, but no results.
That falls on management.
