The ONLY way this ever hits /40 is with a massive buy back. There are too many shares right now. Let's say he gets the 25 mil. What would be the best strategy to buy back and get rid of the millions (100's) of shares. The rules state no more then %25 of the daily average. That would be a long process buying 4 million a day.
