There is no hold up other than Kosmos. The deal is done in 2017.

The share price doesn't reflect the deal because all those who knew about it bought shares from naked short sellers flooding the market by printing shares into existence.

When the supply of shares by naked short sellers outstrips demand in spite of a done deal then the price must fall.

But soon short sellers will be forced to cover and all that will come to an end and the share price will rise to the moon.
