That's a pretty weak statement that comes on the heels of some vagueries wrapped in a lot of optimistic-sounding but empty adjectives.

Either they sense the thing isn't really working and are trying to pull the wool over our eyes, or they jumped the gun on the PR--before they had good data in hand.

In any case, the lack of clarity has made a mess of it...makes it easy for shorts and MMs to exploit doubts and swing the SP all over the map.
