No, my guess the town council meetings and the public hearing will be bypassed if the facility passed it environmental test.

Do you know when formal approval is expected to be received for Medi, assuming it will be approved, and when SNPW has planned a go live date?

I would not be surprised if it is fully operational before the end of April as the amount of medical waste begins to pile up.

In war time regulations are thrown out the window and this is war.
