Yes there is, but you specifically addressed the building of the QDSC Facility and provided "real life reasons" for the construction delay.

Steve is not building the QDSC facility the State of Assam and Amtronic CC is and here is the real life reasons for the delay.

The first "real life reason" you provided was Environmental, with a link to an article about air pollution in Assam.

So I responded with my reasons why I don't think that the QDSC Facility construction would be delayed due to concerns about air pollution in Assam.

Then you tried to change the subject to Tech City in general and stated that:

However that article discusses

Indian Institute of Technology Guwahati has signed a Memorandum of Understanding (MoU) with Pollution Control Board Assam (PCBA).

The main aim of the MoU signed will be to prepare city-specific interventions and action plans, targeting about 20 to 30% reduction of PM2.5 and PM10 concentrations by 2024, to be implemented by PCBA.

IIT Guwahati is the technical partner and will assist PCBA in carrying out air pollution studies like identifying critical sources, building state-of-the-art air quality monitoring networks, and investigating mitigations in the five identified cities.


No mention of new environmental regulations that India has implemented since 2018 that the QDSC facility or Tech City would need to be comply with. Just that Assam has a major air pollution problem that they are going to technically study and look for technical solutions for. Does India have environmental regulations that need to be complied with? Yes, but your example did not deal with any new regulations that could cause the construction of Tech City to be delayed.

"Do you believe that there are environmental regulations that most be signed off before the project is built?"

Yes, the projects need to meet existing environmental regulations and those regulations need to be incorporated into the design, just like the other building codes, but that is just part of the normal design and construction process. Do these need to be "signed off" before the project is built? Some like waste discharge or runoff permits may need to be signed off before construction starts, but most just need to be addressed before the project is completed.

Do you have any specific examples of new environmental regulations that needed to be incorporated in to the design of the QDSC facility or Tech City since the projects started two years ago?

Didn't Balchin say back in October that project funding is progressing as planned? If there had been major new environmental regulations that needed to be incorporated into the project, wouldn't that adversely impact the budget as planned?

In my experience, if changes don't impact the budget, then they don't delay the schedule.
