It could be that, or it could be that QMC can't demonstrate to Amtron's satisfaction that they have the technology to make commercially viable QDSC. Of course we don't know for sure because they only disclosed the irrelevant documents related to India, they don't file their required financials, and they refuse to give a straight answer about the status of the project.
