I use Etrade, Fidelity, TDAmeritrade, and Interactive Brokers. Most have trading platforms with L2.

otcmarkets.com has it for free on OTC tickers (still penny stocks) but not for Pink. Maybe check it out using a ticker of a non pink Co. That'll give you a feel for what it looks like and how it shifts around constantly on the bid and ask. I know TDAmeritrade offers L2 for free with a account. Etrade also does but only if you have a certain # of trades a Quarter.
