Having use of guns to thwart governmental despotism is pretty much useless compared to newer weapons technologies.

Entire crowds could be immobilized with well placed LRAD units at little harm to the individuals.

Civilians just don't have access to this type of thing.

It's a matter of being, "outgunned".
