Let me add that the word "government" (here BARDA, NIH, CDC and state and local public health departments this instance)implies political leadership, and relatively independent professionals. And how they play together. Doesn't always work so well. Look at CDC playing "small ball" in face of a potential corona pandemic and frittering away some of its world class reputation. Although some of the cuts to public health under the banner of austerity in these lasts 10 years have been criminally dumb. Oh well, just how it is.
