So, you are saying potentially OS could be upto 100 billion including Naked short shares.

How can it be? TA at that time was only allowed to issue divvy shares based on OS of PYCT at that time.

They don't issue divvy shares for naked shorting shares. As a matter of fact, announcing divvy is one way companies use to kill naked short positions.
