No, only $700K would be paid by Kosmos. The quoted paragraph says that ERHC would be given the opportunity to purchase (aka buy back) the block if Kosmos (and any potential farm-in partner) decided they did not want it anymore. This was included as Exhibit 3 to the SPA and ERHC would be able to buy the block back for $1, if they wanted.
