ACTL hit 0.0001 again today! No more big Slapping action at the ask!

I doubt the so-called "De-Listing" will happen for ACTL since it has been in the SEC-"Delinquent" status nearly Four Years and Nothing happened so far! Basically the SEC changed the way to deal with all the "Delinquent" stocks most recently and they might treat all the "Delinquent" stocks (such as ACTL and PUGE etc.) in the Same way as those Non-Delinquent" ones (such as OCLG and TWNE etc.) in the future! I would not care about this minor issue at all since it is very easy to be resolved by just filing a simple Form 15-12G!

The only thing I'm worrying about is the forthcoming Huge Sell-Off at 0.0001 --- up to 300M shares will be dumped at 0.0001 as it happened in this January and last May...

72M x 64M. Who dumped 9,000,000 shares at 0.0001 today? A smart or stupid seller? Where are those most recent nearly 300M shares of 0.0003 ~ 0.0002 buyers now? They should slap out all the dirt cheap 0.0002 shares in order to avoid ACTL crash back to 0 x 0.0001 or 0 x 0.0002 (i.e. "No bid at all") again!
