Because of the Circumstances and Global Pandemic very possible most likely scenario is All Candidate Drugs will have "Conditional" Contract drawn up with Big Pharma before the Trials even start so on favorable COVID-19 results being confirmed they can go into immediate expedited manufacturing. Drug companies like this will be getting a "Royalty" on sales. There is no time for the BS that normally goes into this sort of thing and Gov't grants are at the ready to speed up production.
