Consider this: why would they award a grant for the meth gun at this stage? After all, if its tentatively scheduled for production in March, why not wait until it gets into production, spend $10K, buy one, then test it. Sure beats awarding a six-figure grant, doesn't it? Piggy back on the MSHP test - then buy.
