That is more pinkyland wishful thinking - OWCP doesn't have anything of value for a JV.
What happened to the OWCP JV back in 2017 with Mediq?

Also what happened to the JV with Stenocare?
OWCP has a patent for a drug they would be years before it was on the market and cost close to $45 million for the clinical trials.
So the company doing the JV would have to have deep pockets - and Sheba already has a cut of the profits - after a JV, OWCP would be begging for pennies.
Plus, when a company is doing their due diligence they would find that OWCP had gotten in bed with 2 serial scammers (Friedland and Sims) and dozens of false and misleading press releases.
No real company would touch OWCP - too many Red flags.
