Yes, they can. I was with a few tickers in the past that went from OCT to NASDAQ. WKHS left the OTC entirely and straight to NASDAQ. In fact another ticker is getting ready to do the same thing this year (ALPP). Not sure where you're getting your information but it is incorrect.
