Very interesting guess. Pink companies don't pay a fee for a "listing" but there is a fee to use OTCMarkets Disclosure & News Service:

Pink companies: $5,500 per year or $3,500 semiannual, with a $1,000 application fee


Best guess so far.
FWIW as of 12/31 the Company had 16 bucks.
