Hence my string of qualifiers dude. It's extremely unlikely. The only (and it's a huge stretch) big player that might be able to do something like this is a Government group - and they would have to be pretty desperate for 'something' to fight off a true pandemic.
Since this isn't a true pandemic, and since nobody is that kind of desperate as of yet - it's a pretty vanishingly small probability.
