No, they're not. That's hogwash.

Nobody shorts a penny stock. It would be stupid. Upside vulnerability is huge compared to a penny or two (max) max gain if the stock goes all the way to zero. That would be stupid.

Shorty is just a scapegoat for sellers taking profits and nothing more.
