NREL is probable US Agency regulating aspects of solar plant conforming to standards.

Please cite something stating that NREL has any regulatory authority whatsoever over the manufacturing of solar cells. For one thing, NREL isn't even an agency. It's a lab under DOE. Heck, cite anything that says DOE has any regulatory role in solar panel plants.
