DoD wouldn't but - in my opinion - if Airbus decided to bid to provide and operate new build / converted ex-civilian A330 MRTT - which would take a year or so to build - they might buy out small operators like Omega or $TMPS plus scoop up any recently retired military tankers to use in the meantime - or subcontract those companies and manage the overall program.
