As far as I know they are obligated to have one to Congress by the 20th.

I'm not sure the public would see it but I hope so.

We need a hearing so it can be spelled out clearly what needs to be done. Hopefully HR5587 fixes this. As I've noted before the dangers of the current FDA stance are far greater than enacting some form of directionally correct guidance and enforcement even if imperfect and temporary.
