People with a history of scams usually go to jail or run away to some island without extradition treaties. Once they make it to that step, they recruit people with no history of scams and questionable qualifications to be the frontman for the next scam.
These frontmen are usually washed out individuals that lost their ass in vegas, the feeding ground for frontmen.
