should not go to the general pot. A good management should not spend the money as he wants but should spend money as approved by Congress. That’s why budgets are quit detailed. Again a public service Treasury should not do what Treasury Secretary wants but should do correctly as taxpayers pay the money for the good fonction of USA.
The budgets is not for the backyards of TREASURY SECRETARY!! But for the benefits of taxpayers !!
