The way I'm reading it is beta testing is the first step in commercializing it. Real world tests and data is required before full scale support and launch can take place. It's pretty common for new product launches to go thru a beta test as it's less costly to adjust any issues found prior to large scale roll out, it also gives them real world data to be collected which builds confidence in the product.
