There are caveats around the $4 price and sounds like nasdaq has asked them to join. So the pps probably doesn’t need to be at that level. However I imagine waiting till sept will give them time to achieve a respectable level and will have no issue joining without an rs. With full enrolment then positive results we should have a decent run up
