My answer: Everyone says it was a bureaucratic delay. That's all. Assam is still working with Qamronics, Amtronics India and QMC.

Translated this means the Indians backed out because there was nothing in it for them and QMC shareholders are footing the bill to keep the illusion of a deal going without the Indians being a paying partner.
