That is a week old news.. there is no way the market reaction is delayed by that long. something else is happening and no one could deny that!

I don't think they went through all of the filing process to just bring in what was in that LOI unless it is more substantial than it appears. They could bring in something valuable to justify the shares outstanding, 9.1 mm as of 2/7 otcmarkets.
