GSEs should be allowed to Buy Back Shares

The GSEs should be allowed to start buying back shares now.

1. Why wait for the share price to climb before buybacks.

2. The companies need to maintain control at 51 % of the shares.

I know this type of thinking is way over the GOVT head and someone will have to sit down with them and explain it one spoonful at a time.
