Common share holders don't control anything here. Perhaps you missed all filings on preferreds the company did; or the multitude of explanations of them on ihub. Most filings and most of financials are about dilution.
The company has stated many times that they listen and do what the preferreds want.
Common shareholders have nearly no control. That is how this always works on the OTC scam. No matter what you do, they always have enough preferreds or other asset classes to dilute your vote and control down under 50% and usually under 1%. If lighting struck and there actually was a dividend you would be diluted under 0.01%. This is why useless stocks sell at 0.0001 and not $100. There is nothing real about 0.0001 stocks.
