The sooner the better. It makes it appear that the company tried to promote it's stock, which the company clearly didn't and even put out notice shortly after the high volume stating that they hadn't. This proves to me that the stock will definitely move up quickly on volume, the company hasn't been issuing any additional shares, and the company can put out notifications and press releases when they are good and ready.
