I'm sure the weather may have had something to do with things. I also have a feeling there may be other factors involved also.
This CEO never gives us the whole story. Leaves out the details and explain things so vague it's hard to figure out exactly what has happened or what is going on.
Weather, to me is not a valid excuse for failure. It's just an excuse for incompetence.
If he truly new this was a risk he was an idiot for not stating the risks just to cover his ass.
