When you download them you can see the facility ID handwritten in the top right portion of the document. It doesn’t match. Not to mention if you read just the first paragraph you would realize this is for an ethanol plant outside Minden. Last I knew an ethanol plant 200 miles from elk creek wasn’t part of the mining plan.
