Alternative reasons for lack of PR

I don't agree with your bet that the silence is due to financing for production expansion and uplist. Lots of financing can be done without the need for a quiet period.

Here are some other reasons:

1) Reeling is taking a long time because a small reeler got a shipment from a company they have never worked with before and they are struggling to keep up with the new workload;

2) The quality of the silk was substandard and KBLB wants to keep this quiet for a while;

3) KBLB's resources are so tight now that they don't want to spend extra money on a PR until they have a lot of positive news to announce.

I haven't any idea which is the correct reason. Personally I'm hoping it is option 1) and praying that it is not option 2).
